English Language Learners in California

The English Language Learner determination in the State of California is flawed, it over identifies EL students, and it is discriminatory and rigged to have over 90% of the students taking the CELDT test be labeled as English Learners. Let’s cut the waste in spending and focus on a non-discriminatory basis and help all students, that truly need the help, evenly across the board.
